Electric Rates & Extension Rules
Superior Water, Light and Power Company provides electricity within the City of Superior and six other communities within Douglas County, Wisconsin. By purchasing electricity at wholesale from Minnesota Power, a division of our parent company ALLETE, Inc., we are able to combine reliable service with rates that are among the overall lowest in the state of Wisconsin.
This site will try to explain certain items about common electric rates, but please note all applicable rate schedules and special rules and regulations that may apply are described in detail in our rate book.
While not applicable for all electric rates schedules, below are some common terms that may be within some rate schedules depending on your circumstances.
ON-PEAK AND OFF-PEAK PERIODS DEFINED
On-Peak Hours: 9 A.M. - 9 P.M., Monday through Friday, inclusive, excluding holidays.
Off-Peak Hours: Those hours not designated as on-peak hours.
Holidays: Those days nationally designated and celebrated as New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving and Christmas.
Winter Period: The winter period is designated as the November, December, January and February billing months. All other months of the year are considered to be in the summer period for billing purposes (March through October).
Residential Classes
Residential Service and Residential Space Heating (ER1/EH1)
APPLICATION
To electric service for residential customers in single-family dwellings for all domestic uses.

Residential Service Time-of-Day (ERTD)
APPLICATION
To electric service for residential customers in single-family dwellings for all domestic uses who are eligible for ER1 service.

Controlled Water Heating (EW1)
APPLICATION
To customers taking electric service for the purpose of heating water in non-inductive automatic electric water heaters installed in accordance with the Company’s specifications.

Controlled Space Heating (ED1/CSHS)
APPLICATION
To customers taking electric service for the purpose of space heating where a non-electric source of energy shall be available to satisfy those requirements during periods of interruption. Service shall be delivered at one point and be separately metered from all non-space heating load. Available to customers who would otherwise be served under Rate Schedule ER1, ERTD or EC1.

General Service Classes
General Service - Non Demand (EC1) Under 25 kW
APPLICATION
To all electric service supplied to any residential, commercial or industrial customer for lighting, power and other purposes with metered loads not to exceed 25 kW.
Not applicable for standby, resale or shared service.
Customers served under this schedule whose maximum 15-minute demand has exceeded 25 kW during any of the past 12 consecutive months shall be billed under schedule EC3. Once on EC3, if demand stays below 25 kW for 12 consecutive months, the customer will move back under schedule EC1.

General Service - Demand (EC3) Over 25 kW and Under 500 kW
APPLICATION
To all electric service supplied to any residential, commercial or industrial customer for lighting, power and other purposes, with metered loads greater than 25 kW but less than 500 kW.
Not applicable for stand-by, resale or shared service.
Customers served under this schedule whose maximum 15-minute demand has exceeded 500 kW during any of the past 12 consecutive months shall be billed under schedule EC5. Once on schedule EC5, if demand stays below 500 kW for 12 consecutive months, the customer will move back under schedule EC3.

General Service - Time-of-Day (EC5) Over 500 kW
APPLICATION
Service under this rate schedule is mandatory for all customers having demands of 500 kW or greater and who take service at less than nominally 13,800 volts phase to phase. Customers will not be removed from this rate schedule unless their 15-minute demand remains below 500 kW for 12 consecutive months.

Large Power Service - Primary Service (EP1) Under 500kW
APPLICATION
To all electric service supplied to any commercial or industrial customer for lighting, power and other purposes.
Service will be supplied under this schedule only at points on the Company’s existing primary voltage distribution system (nominally 13,800 volts phase to phase) except where, in the Company’s judgment, the size of the load to be served warrants the extension of the primary voltage distribution system.
Not applicable for stand-by, resale or shared service.
Customers served under this schedule whose maximum 15-minute demand has exceeded 500 kW during any of the past 12 consecutive months shall be billed under Schedule EP3.

Large Power Service - Time-of-Day (EP3) Over 500kW
APPLICATION
To any commercial or industrial customer for lighting, power and other purposes with demand loads in excess of 500 kW. Service will be supplied under this schedule only at points on the Company’s existing primary voltage distribution system (nominally 13,800 volts phase to phase) except where, in the Company’s judgment, the size of the load to be served warrants the extension of the primary voltage distribution system.

Large Power Service - Time-of-Day (EP5) >100,000 Volts, Washburn Co. or >10.000 kW
APPLICATION
To any commercial or industrial customer for lighting, power and other purposes who meet at least one of the following conditions:
- Take service in Washburn County.
- Monthly metered loads greater than 10,000 kW for 6 of the last 12 months.
Exceptions may be made for customers with loads less than 10,000 kW if:
- They require service from the Company's transmission system in order to mitigate problems in the distribution system; and/or
- They are at unreasonable distance from any primary distribution facilities and adjacent to the Company's transmission facilities of nominally 115,000 volts or 161,000 volts phase to phase.
Service will be supplied under this schedule only at points on Company’s transmission voltage system (nominally 115,000 volts or 161,000 volts phase to phase) where, in Company's judgment, the size of the load to be served warrants the extension of the transmission voltage system.
Not applicable for stand-by, resale or shared service.
